CAMPA APO 2019-20


As per Hon’ble Supreme Court’s Order dated 10th July 2009 the State Compensatory Afforestation Fund Management &Planning Authority (CAMPA), Odisha was constituted vide Notification No. 13995/F & E dated 14.08.2009 with an objective of Conservation, Protection, Regeneration and Management of existing natural forests, Wildlife and their habitats and raising Site Specific Compensatory Afforestation, Penal Compensatory Afforestation etc. with utilization of funds deposited in Adhoc CAMPA towards Net Present Value of Diversion of Forest Land for Non-Forestry purposes under Forest Conservation Act, 1980.

  • The state CAMPA has so far formulated eight Annual Plans of Operations (APOs) starting with  APO2009-10. The last one is APO 2016-17 which is being implemented from July 2017. The APO 2016-17 will be implemented from July 2017.
  • Since inception of State CAMPA in 2009, seven  number of APOs have been implemented in utilizing Rs.1580.97 Crore i.e. 84.58% of total receipt fund of Rs.1869.15 Crore from Adhoc CAMPA.
  • An amount of Rs.5264.44 Crore has been collected from User Agencies towards Net Present Value (NPV) of Forest land diverted for Forestry purpose as on 31.12.2017.


Achievement up to APO 2015-16

 Afforestation Activities

    • Creation of 35912.15 hectare plantation, 130.44 Kilometre of Avenue /Coastal Belt plantation with 70300 number of seedlingsunder site specific Compensatory Afforestation, Penal Compensatory Afforestation.
    • Creation of 169331 hectareBlock/ANR plantation and 1907 hectare Bald hill Plantation
    • Subsidiary Silvicultural Operation of Bamboo over 522283.8 hectare and Subsidiary Silvicultural Operation of Timber over 159933.70 hectare
    • Soil and Moisture Conservation over 148162.5 hectare
    • Distribution of 10134517 number of seedlings

Infrastructure Development


    • Establishment of 97 Barracks, 171 Seizure Yards, 51 Malkhanas and 46 number of Forest Checking Stations
    • Construction of 136 Range Officer’s Quarters,  390 Forester’s Quarters &1320 Forest Guard’s Quarters, 114 common toilets with water facilities
    • Purchase of 91 Moto Vehicles, 261 Motor cycles, 4  Buses & one Mini Bus
    • Establishment of Malkhanas, Seiizure Yard,
    • Construction of 567 Culverts, 1224 Causeways,
    • Creation of 1498 water bodies, 555 Tube wells
    • Establishment of 15 Mega Nurseries and Up-gradation of 25 Permnent Nurseries
    • 65510 Running Kilometre Boundary Wall in different areas.


Activities under APO 2016-17   

The CAMPA Annual Plan of Operation 2016-17 has been implemented since July, 2016 with financial outlay of Rs.540.43 crore which has been approved by the State Level Steering Committee in the meeting held on 04.02.2017.


 Afforestation Activities

  • Regeneration of Degraded Bamboo Forests over 150000hectare
  • 2nd year Maintenance of ANR over 914710 hectare
  • 2nd year Maintenance of Bald Hill over 1,000 hectare
  • 3rd yr. Maintenance of 43640 hectare of ANR
  • Site specific Compensatory Afforestation, Penal Compensatory Afforestation etc. include 1476.80 hectare of Block Plantation, 1481.31 hectare of ANR &50.38 Running Kilometre (RKM) of Avenue Plantation & 152.00 hectare of Bald hill Plantation.
  • Maintenance of old plantations


Forest Protection & Prevention of Forest fire


  1. Deployment of 216 firefighting squads in 37 Forest Divisions
  2. Deployment of 2270 rural unemployed youth for protection duty.

 Infrastructure Development


    • Infrastructure and logistic arrangement in 282 number of Ranges
    • Construction of 20 number of ACF’s Residences, 35 Range Officer’s Quarters,  70 Forester’s Quarters &150 number of Forest Guard’s Quarters
    • Installation of 200 number of Tube wells
    • Construction of 100 number of Culverts and Causeways
    • 12940 Running metre Boundary Wall in different areas.


 Wildlife Management


  • Management of Wildlife (Rs.127.20 cr) in Protected Areas including protection activities, Anti depredation activities, Communication, Habitat improvement, Infrastructure development, Zoo management & Implementation of Elephant Train Collision Mitigation Plan.
  • Preparation of comprehensive Wildlife Management Plan for the state.


  • Implementation of site specific Wildlife Conservation Plan.
  • Relocation of families from Similipal & Satkosia Tiger Reserve.


Other Programme

  • Ama Jangal Yojana (Rs.117.10 Crore): Strengthening of VSS & preparation of Micro Plan for taking up ANR & Block Plantation.
  • Maintenance of Research garden & other research activities like Adaptive Research / Tree Improvement Programmes/Production of QPM.
  • Distribution of 15000 no of chullah in forest fringe villages.
  • Conservation of Sacred Groves over 700 sites.


Monitoring Mechanism (e- Green Watch)

          Web based monitoring portal ‘e-Green Watch’ has been launched for monitoring and evaluation of all activities taken up under CAMPA in the state. The process of uploading the geo-references of all activities undertaken on to the portal has already been initiated and likely to be completed soon for their monitoring and evaluation by Forest Survey of India (FSI) & National Informatics Centre (NIC).


Compensatory afforestation is taken up against forest land diverted for non-forestry activities in accordance with the stipulation laid down in the diversion proposal approval.
